Wimbledon is the only major that chooses to do its own seeding.  For the most part, it follows the rankings, but it adjusts them from time to time.  This year, despite Roger Federer being number 2 in the world, he is the number 1 seed.

Seeds that were bumped up: FEDERER (2 to 1), RODDICK (7 to 5), VERDASCO (9 to 8), FERRER (11 to 9), CILIC (12 to 11), BERDYCH (13 to 12), YOUZHNY (14 to 13), FERRERO (17 to 14), HEWITT (26 to 15), QUERREY (21 to 18), WAWRINKA (23 to 20), STEPANEK (25 to 22), LOPEZ (30 to 23), KARLOVIC (33 to 25), BAGHDATIS (27 to 26), SIMON (32 to 28), MONTANES(31 to 30), KOHLSCHREIBER (35 to 31), ROBREDO (36 to 32)

The biggest mover was Lleyton Hewitt.  The Wimbledon committee seems to use two criteria: performance in Queen’s and Halle plus performances in past Wimbledons.  Since Hewitt won Queen’s and reached the quarter’s of Wimbledon last year, he is rewarded with a bump of +9.  Querrey got a small bump too.  Although Karlovic and Stepanek haven’t played lately, both got bumped up as well.

Seeds that were bumped down: NADAL (1 to 2), DAVYDENKO (5 to 7), LJUBICIC (15 to 17), ALMAGRO (18 to 19), MONFILS (20 to 21), ISNER (19 to 24), BELLUCCI (24 to 27),

Interestingly, Isner was bumped down.  He hasn’t done well at Wimbledon, but it didn’t help that he chose not to play any grass tuneups (due to injury, I believe).  Although Nadal was bumped to 2, in the big scheme of things, it doesn’t matter that much except possibly scheduling.

Juan Martin del Potro at 8 is not playing.  Fernando Gonzalez at 22 is probably not playing.  Juan Monaco at 28 is not seeded.  Tommy Haas is 34 but is injured so that put players ranked at 35 and 36 with seeds.  Given Haas’s performance last year, he would likely have been given a seed if he were playing.  Haas is defending semifinal points so his ranking will go down after Wimbledon.

Isner and Bellucci were given the biggest bumps down, though seeded players generally aren’t bumped down much as they are up (e.g., Hewitt).  Isner has only played Wimbledon once (in 2008) and lost in the fourth round.  Without a grass tuneup, the Wimbledon committee must have felt that Isner, despite a strong likelihood to do well, didn’t have enough justification to keep his seeding and so he got bumped down.  Similarly, Bellucci has only played Wimbledon once and lost in the second round.

Draws should be out Friday.
